The new Tunisian constitution aims at strengthening the local authorities and provides for a complete communalization of the Tunisian territory. In this regard, 86 new communes have been created by decrees that set the conditions for the allocation of loans and grants by the Loans and Support Fund for Local Communities (CPSCL) and also plan the extension of 191 existing communes to cover noncommunal areas, for a total of 350 local authorities in Tunisia.
29 new communes in the regions of Zaghouan, Nabeul, Béja, Kef, Siliana, Sidi Bouzid, Kairouan will be treated under this program, spread over 7 governorates. The newly created municipalities have many needs.
For this purpose, the Joint-Venture GOPA Infra GmbH, GOPA mbH, Sweco GmbH and SCET-TUNISIE signed a contract for the consulting services concerning Lot 1 "Consultant for the investment measures (CoMI)" of the Local Communities Financing Program (FICOL) implemented within the framework of the German-Tunisian financial cooperation.
